Once a year, in November, your Neighborhood Association, elects its Board of Directors. These individuals have graciously agreed to volunteer their time to conduct the business of the Association.

The association board takes its responsibility very seriously. We’d like to take this opportunity to introduce our newly elected Board of Directors.

Melanie Higgins

Melanie Higgins, current president of BPNA, moved to Tampa, Florida from Los Angeles, Ca in 1993. She and her husband almost rented a house Jerry Miller owned on Marlin! She has a compelling interest in environmental issues and beautification projects. Melanie is a current member of the Variance Review Board appointed by Mayor Pam Iorio. She is responsible for Marketing and Community Relations for a local natural resources environmental consulting firm and is a compulsive gardener and pet collector.

Jerry Miller, most recently acting president, has been a resident of Ballast Point since 1985. He is originally from Decatur, Alabama, coming to Tampa after living in Atlanta and Tallahassee. A graduate of Auburn University (Bachelors of Architecture) and FSU (MS in Urban Planning), by self description, he is considered a two-time loser by the Gators in our community. At FSU, he served as Campus Architect and Director of Campus Planning. He was instrumental in establishing the “canopy roads” designation for parts of Tallahassee, one of the early tree-protection ordinances in Florida. As an architect and planner, he has been active in the development of our Neighborhood Comprehensive Plan, serving as Chairman of the Ballast Point Planning Commission. He has dabbled in land development in Ballast Point, completing a small townhouse development on Bayshore. He has served as acting President of the Neighborhood Association for the past 6 months and has been on the Board of Directors for the past two years. He is married to Jan Miller and they have one son, Jeran.
David Cruse

David Cruse relocated here from Los Angeles in the fall of 1993. He is the Broker/Owner of Cruse Realty, recently celebrating its tenth anniversary. He is also a licensed Mortgage Broker and Residential Appraiser. David is a Vietnam era veteran serving nine years in the US Navy completing tours of duty in both Southeast Asia and the Middle East. David has served as the Treasurer of the Tampa Audubon Society and briefly as Vice President of BPNA.

Scott Clay and his wife moved to Ballast Point in the spring, and are looking forward to becoming more involved in the community. They have lived in south Tampa since 1997, and have always wanted to move to Ballast Point because “we enjoyed the beauty of the area and the proximity of the Park.” Professionally, Scott practices law with the Tampa firm of Fee & Jeffries, P.A. He has a general civil practice, with a focus on business contracts, intellectual property, and dispute avoidance and resolution. All good skills for a board member to have.
Sally Flynn
Sally Flynn
Sally Flynn is a fourth generation Tampa native who grew up in South Tampa and attended the Academy of the Holy Names. After graduating from FSU, she married Mike Flynn (also a Tampa native) and they ultimately returned toTampa in 1981, settling in Ballast Point and raising their two daughters -Michaeleand Katie. It was not too long after that that maintaining the character of Ballast Point became an issue and, along with other concerned neighbors, she helped found the Ballast Point Homeowners’Association (now the Ballast Point Neighborhood Association). At about the same time, an umbrella organization for neighborhood groups citywide was forming and she was a founding member of and is still active in that organization, Tampa Homeowners, An Association of Neighborhoods (better known now as THAN). For the past several years, Sally has been membership chairman of the Ballast Point Neighborhood Association. She is also active with zoning issuesand protecting our grand oaks and tree canopy. Sally currently is also the Ballast Point representative on the Greenways Citizen’s Advisory Committee. She is self-employed, enjoys exercise, crafts and gardening and helps Mike with environmental endeavors.

Amanda Aubrey has lived in Ballast Point since 1992.She is married with three children. Amanda and her husband Ryaan own and operate Aubrey Communications, an audio visual rental company. She has close ties to the community. Amanda is a former Air Force brat and was raised in the Philippines. She is a graduate of Robinson High School and the University of Tampa.

Steve Reynolds, founding member, was the first president of the Ballast Point Neighborhood Association and has been a resident of the neighborhood for the past 25 years. He is a lawyer with the firm of Macfarlane Ferguson & McMullen and works primarily with real estate issues. Steve is married to Liz and they have two sons, Wade and Will.
Mike Hurley

Mike Hurley is a Ballast Point native. Only a Vietnam era stint with Uncle Sam’s Army interrupted continuous residence SOG (South of Gandy). From 1972-present, service and allegiance has been with B.F. Hurley Mat Company, Inc. The household consists of wife, Linda, newly adopted 14-year-old daughter, Courtney, three indoor cats, one outdoor cat, and two extra lovable dogs, which are an important part of the family even though they reside at the company.

David Shives earned a degree in both Business Management and Business Administration. He retired with a decorated career from the United States Air Force. Being too young and ambitious to sit still, he began a second career and retired from the Hillsborough County Sheriff’s Office. David is involved in the community. He’s Finance Chairman and serves as Deacon in his church. He also enjoys politics, watching his grandchildren play sports, and going fishing with them.

Charles Eldredge was born in Tampa Municipal (General) Hospital. He attended GorrieElementary School, Wilson Middle School, Plant High School, the University of Florida, and graduated from the University of Tampa. Charlie served as a Naval officer during the Korean Conflict and is currently in his 36th year serving as a Financial Advisor with Morgan Stanley. A lifelong resident of south Tampa, Charlie has lived on Crescent Drive for 20 years, is married to Carol, and they have one granddog, Monty. Charlie loves the quiet of our neighborhood and the majestic oaks, supports orderly growth, and will work to have city services upgraded for existing residents.

J. Daniel Thornbrugh is a realtor associate with the Toni Everett Company and has been resident of Tampa since 1970. He has forty-one years of sales management and marketing experience, is a member of Palma Ceia Presbyterian Church, Ballast Point Neighborhood Assn., Greenways Trail Citizen’s Advisory Committee, South Tampa YMCA, Lifetime Member Centre Club of Tampa, Past president Adeste Condo. Assn. Bayshore Blvd., Dan is married to Barbara Thornbrugh fashion consultant Saks 5TH Avenue club of Tampa. He is the father of two daughters Rochelle and Kristen. Dan’s hobbies include biking, skiing, travel, working-out, cooking. Dan’s motto…”Success is the result of Persistence.”
